In a landmark ruling at the Central District of Illinois U.S. Courthouse, Domingo Francisco-Juan, a 43-year-old Guatemalan national, was sentenced to life imprisonment for orchestrating a coercive forced-labor scheme involving minors and another victim. This sentence, delivered on Monday, marks a significant milestone as the first life sentence imposed under the federal Trafficking Victims Protection Act in the past decade.

Francisco-Juan pleaded guilty in August 2023 to charges including forced labor, conspiracy to commit forced labor, kidnapping, and conspiracy to commit kidnapping. His actions, described as the catalyst behind the exploitation, unfolded over several years, from December 2015 to March 2021, within the confines of the Shadowwood Trailer Park in Champaign, Illinois.

Under Francisco-Juan’s direction, three young girls were subjected to unspeakable conditions, coerced into performing domestic chores such as babysitting, cooking, and cleaning homes. Additionally, they were forced to labor in local establishments including hotels, factories, and a restaurant. These victims, lured to the United States from Guatemala with promises of education and a better life, found themselves ensnared in involuntary servitude.

Joining Francisco-Juan in perpetuating this egregious scheme were his siblings, Catarina Domingo-Juan, 37, and Lorenza Domingo-Castaneda, 34. Both pleaded guilty to charges related to forced labor and conspiracy to commit forced labor. Catarina Domingo-Juan received a 20-year prison sentence, while Lorenza Domingo-Castaneda awaits sentencing.

The heinous nature of the crimes extended beyond forced labor, as Miguel J. Nicolas-Domingo, Catarina’s son, faced sentencing in January for sexually assaulting one of the teenage victims.

U.S. Attorney Gregory Harris condemned the actions of the defendants, emphasizing the traumatic ordeal endured by the victims. The sentencing of Domingo Francisco-Juan serves as a stark reminder of the ongoing fight against human trafficking and exploitation, underscoring the commitment to justice for the vulnerable.
