Visalia, California – In a disturbing case of elder abuse, two individuals have been arrested after police discovered four children living in deplorable conditions, surrounded by feces and bugs. The incident unfolded when authorities responded to a call from Kaweah Health Medical Center concerning a 52-year-old woman in severe medical distress on March 25.
Upon arriving at the medical facility, officers found the emaciated woman and initiated an investigation. It was soon revealed that one of the victim’s adult daughters was responsible for her care. Subsequent inquiries led law enforcement to a residence on North Garden Street, where the victim had been staying. Inside the home, officers encountered 34-year-old Cecilia Rodriguez and 61-year-old Gregory Chavez, along with four children aged 4 to 15.
The living conditions inside the residence were described as “horrendous,” with authorities noting the presence of bugs, feces, and trash scattered throughout the premises. Recognizing the severity of the situation, officers immediately called upon adult protective services, child welfare services, and code enforcement for assistance. As a result, child welfare services took custody of the four juveniles.
As of March 26, the 52-year-old victim remains in stable condition. Meanwhile, Rodriguez and Chavez have been apprehended and face charges of elder abuse, child neglect, and abuse.
